According to a post on the company's support forum, the list of such regions include the US, China and Taiwan. Here's the complete statement:
"We also regret to inform you that this service is not available for Nokia 6 in US, China and Taiwan due to some additional requirements for technical adaptations. Nokia 6 in US; China and Taiwan will upgrade directly to Android Oreo when ready. This restriction applies to users in US (all TA's), China (TA-1000) and Taiwan (TA-1003)."
The post also showed that users in some regions (like Myanmar) and on some specific carriers (like Vodafone Australia) will not be able to sign up for the Beta Labs program.

Luckily for Nokia 6 users in India who are facing issues participating in beta labs, the company said they've identified the issue, and working on fixing it. Guess they are lucky. I can't wait to test out this Oreo. Hopefully, it won't take long before it is available for everyone.
